What Shatter Is
Shatter is a highly potent concentrate named for its hard, glass-like texture. It ranges from light gold to dark amber and orange. Because it is made with butane, it belongs to the family called butane hash oil, or BHO.
How Shatter Is Made
Dried flower is saturated with butane, which strips the cannabinoids and terpenes out of the plant. The mixture is put under low heat so the butane evaporates, leaving the extract behind. That material is left to solidify and dry into a sheet.
Leftover solvent is the thing to think about. The Ontario Cannabis Store points out that buying from the legal market is what guarantees a concentrate carries no harmful solvents; products sold outside it are not held to that standard.
Shatter, Wax and Budder
Wax is made almost the same way, except the concentrate is whipped instead of left to dry, which works air into it and gives a creamier texture. Depending on the result it is sold as wax, budder or badder.
The choice is mostly about texture. Some people find soft wax and budder easier to handle than shatter, which can be brittle. Shatter is sometimes said to be stronger than wax, but the two commonly have comparable THC levels.

Shatter and Strength: What to Watch
Washington State's cannabis regulator puts concentrates such as shatter, wax and rosin at 60 to 90 per cent THC, against an average of 21 per cent for flower. Health Canada lists shatter among the extracts with a high concentration of THC. Start with a very small amount and wait at least two hours before taking more.
